Best Car For Your Teen!

One question we are often asked at Kiplinger’s Personal Finance is, Which car should I buy for my teen? In our December-issue Best List, we pick our favorite new car for young drivers: the Kia Soul.

Your teen may try to persuade you to buy a sporty, speedy model (the Porsche Boxster comes to mind). But the best car for a teen, some car experts say, is on the other end of the spectrum -- an older, larger, uncool sedan (think the Ford Crown Victoria or an aging Volvo station wagon).

We think an even better idea is to buy a small sedan -- after all, many state laws limit the number of passengers teens can carry -- that’s also maneuverable, safe and doesn’t go zero to 60 in 5 seconds. In fact, we have a checklist of attributes to evaluate when choosing a suitable car for young, less-experienced drivers, and the Soul scores highly on all of them:

Top safety pick. The Kia Soul is a Top Safety Pick of the Insurance Institute for Highway Safety. That means it gets the highest score on the Institute’s front, side and rear crash tests. The Soul also has a long list of standard safety features: stability control -- to prevent skids -- four-wheel anti-lock brakes, front side airbags and head curtain airbags. Kia also provides 24-hour roadside assistance for five years or 60,000 miles.

Low ownership costs
. The sticker price for the 2010 manual-transmission Soul + is an easy-to-take $15,890. This is our favorite model because it provides a good mix of standard equipment and value. With fuel economy of 30 miles per gallon on the highway and 24 mpg in the city, it’s relatively cheap to gas up, too.

Low insurance and repair costs. These are important for any family with a teen driver. The cost for a typical family to insure the Soul is $920 a year -- on the low end of the scale for all vehicles. Repair costs are held to a minimum because of Kia’s warranty, also five-years or 60,000-miles.

High resale value. We put a lot of stock in how well a car holds its value. And with a resale value of 56% of sticker price after three years, the Soul is solidly above average.

Moderate speed. When it comes to power, the Soul’s horsepower is an adequate -- but not excessive -- 142. This is not a street racer.

Coolness. Even though the Soul isn’t going to win Le Mans, it has cachet. The hatchback design is funky-cool, and its fold-down second seats provide more than 53 cubic feet of cargo room, making it easy to haul stuff -- bikes, camping gear, dorm-room supplies. Rear legroom is a roomy 39 inches.

Inside it has a USB connection for an MP3 player, a three-month free subscription to Sirius satellite radio and a Bluetooth hands-free phone connection.

Put it all together and, if you’re shopping for a young driver, the Kia Soul should be at the top of your list of cars to consider. If you want to expand your search to other cars, use our checklist to make sure you get a good, safe car.

Chevrolet Cruze Oil Pump Saves Fuel Economy

How does the Chevrolet Cruze hit 40 miles to the gallon without the help of a hybrid powertrain?

According to the Official Chevrolet Press Release:
The oil pump in the engine of the 2011 Chevrolet Cruze takes a laid-back approach to its work, delivering the precise amount of oil needed during all driving conditions.
That requires the engine to work less versus a conventional pump and ultimately saves fuel. A standard feature in the Cruze's Ecotec 1.4L turbocharged engine, the variable displacement oil pump reduces the displacement during engine warm up and high speed conditions.

The volume of oil from the pump varies with rpm by changing the pump's displacement through a pivoting control chamber mechanism and sliding vanes. A fixed displacement pump would typically bypass the extra oil internally. The Ecotec 1.4L turbo is standard on Eco, LT and LTZ models and helps the Cruze Eco, with a standard six-speed transmission, achieve an expected segment-leading estimated 40 mpg on the highway.

The benefits of the variable displacement oil pump increase when used with other technologies such as variable valve timing which operate using oil pressure. Variable valve timing adjusts the engine valves' opening and closing timing for optimal performance, fuel efficiency and emissions across the rpm band - including greater low-rpm torque.

The all-new 2011 Chevrolet Cruze will begin arriving in U.S. dealerships this September, starting at $16,995, including destination.

The Chevy Cruze is Coming!

DESIGN:
An all-star team of international designers pushed the interior boundaries of Cruze. It starts with space and Cruze has plenty of it — more than Toyota Corolla or Honda Civic. And it's easy on the ears too. A triple-sealed, acoustic-laminated glass windshield and liquid-applied sound deadeners are just some of the techniques used to help make the road seen, not heard. Cruze also has available finishing touches: leather seat appointments or unique fabric accents for a sophisticated two-tone look.
FUEL:
The available small displacement 1.4L turbocharged engine, ideal for Cruze, is designed to deliver efficiency without compromising performance. Coming late 2010, the Cruze Eco is expected to offer an estimated 40 MPG highway.4 Cruze Eco adds ultra-low-rolling resistance tires and other technologies to boost efficiency. And Cruze Eco is decked out with a rear spoiler and 17" wheels, so saving gas will finally look as good as it feels.
SAFETY:
Cruze sets itself apart from other compacts on safety with 10 standard airbags,5 including frontal, front seat side-impact, roof-rail head-curtain, rear-seat side impact, second row side, and front knee air bags. Technologies like StabiliTrak Electronic Stability Control System with Traction Control and four-wheel antilock brakes help you stay on the road and in control. And should the unthinkable ever happen, Cruze is equipped with OnStar® Automatic Crash Response6 standard for the first six months. Built-in sensors can automatically alert an Advisor, who is immediately connected to your vehicle and can request emergency help be sent to your exact GPS location, even if you're unable to respond.
TECHNOLOGY:
The Cruze blueprint calls for more than you'd expect. That's why every Cruze has the OnStar Directions & Connections plan® — including Turn-by-Turn Navigation7 — standard for the first six months. Hands-free calling is available with Bluetooth® wireless technology8 for select phones. An available USB9 port for your iPod®10 and XM Radio11 for three trial months give you plenty of entertainment options. Best of all, treat your senses to the available nine-speaker Pioneer®12 sound system. There's just some things that no driver should live without, even in a car this size.

Sponsored leagues across the country will each receive 2,000 fundraiser entry tickets to distribute for a suggested donation, and the league will keep 100% of proceeds raised. At the end of the fundraiser, there will be five winners of a Chevy Equinox or Chevy Malibu vehicle of choice (up to $30,000 in value), and in each participating market there will be a secondary prize of a home entertainment center valued at $1,000.

Chevrolet is recognized on the national level as the “Official Vehicle of Major League Baseball.” “At some point, we hope the kids or their parents will consider a Chevrolet as an official vehicle of their household,” said Seely. “Our vehicles are ideal for transporting families, teams and their gear.”

Chevrolet has expanded its support of MLB to the youth baseball players in communities across the country through the Chevy Youth Baseball program. The Chevy Youth Baseball program began in Atlanta in 2006. KBB Announces Top Family Vehicles.

Detriot- Today, Kelley Blue Book’s kbb.com recognized three Chevrolet vehicles as their 2010 Top 10 Family Cars, including Equinox, Suburban and Traverse. The list represents the kbb.com editors’ recommendations for the best vehicles for families, based on factors such as resale value, fuel efficiency, capability and kid-friendliness.
"The factors Kelley Blue Book editors consider are in line with what we believe appeals to modern families who consider Chevrolet vehicles," says Jim Campbell, Chevrolet General Manager. "As such, it’s no coincidence that Equinox, Traverse, and Suburban assembly plants are all running overtime to keep up with customer demand."
Here’s what Kellley Blue Book’s kbb.com editors had to say about Chevrolet line-up:

2010 Chevrolet Traverse
Boasting more cargo volume than even its Chevy Tahoe stablemate, the Traverse is the biggest crossover on the road -- yet it beats the fuel economy of many smaller three-row vehicles. We like both of the Traverse's siblings -- the Buick Enclave and GMC Acadia -- but the Chevrolet’s lower starting price makes it our choice for families.

2010 Chevy Suburban
Even when carrying nine passengers, the Chevy Suburban still offers a cavernous 45.8 cubic feet of cargo space behind the rear seats. Still not enough? Hook up a trailer and the Suburban can tow up to 9,600 pounds. Beyond sheer size and strength, the Suburban delivers a comfortable ride and plenty of occupant-coddling niceties.

2010 Chevrolet Equinox
In the highly populated crossover category, the Chevy Equinox stands out from the crowd as a vehicle that competently embodies function and form. In addition to an upscale interior and bold exterior styling, the Equinox is also able to achieve a class-leading 32 mpg on the highway (in four-cylinder form).

Cline Ave Bridge to be Demolished

Born in tragedy and recently found to be gravely weakened, the Cline Avenue bridge over the Indiana Harbor and Ship Canal will be permanently closed and demolished, a state transportation official announced Monday.
Another month of inspections and consultations with engineers has revealed significant problems in every component of the span, which was closed temporarily Nov. 13, according to Bob Zier, chief of staff to Indiana Department of Transportation Commissioner Michael Reed.
Now, businesses, local government and the public will be invited to come up with ideas for "further construction" to get goods to steel mills, patrons to casinos and facilitate traffic around Cline Avenue, Zier said.
"That may include the rebuilding of portions of Cline Avenue, but it would not include the rebuilding of the Cline Avenue bridges as we have them today," Zier said.
INDOT has not yet planned or scheduled the demolition of the span.
The portion of Cline Avenue from the Borman Expressway to Michigan Avenue will remain open, Zier said.
INDOT plans to meet with local business and government leaders in February to gather input, Zier said. There will also be a public hearing.
In the short term, INDOT will move forward with all local improvement projects for streets that are bearing the brunt of the closure, Zier said. It also plans to come up with new ones such as turn-off lanes and additional traffic lights where needed.
Local businesses, government officials and organizations were briefed by Zier on conference calls that went on for most of Monday.
The 1.25-mile bridge is part of a key industrial artery that leads to steel mills along Lake Michigan and the Majestic Star Casinos, in Gary, and Ameristar Casino, in East Chicago.
Lakeshore Chamber of Commerce Executive Director David Ryan said his organization was told in a conference call with Zier that the arching bridge will not be re-opened, repaired or replaced.
Ryan said Zier said the 30,000 vehicles per day using the elevated highway would not justify the expense of the replacement. In the 1980s, up to 80,000 vehicles per day used Cline Avenue.
"But to not do anything with it at all?" Ryan said. "I mean, 30,000 cars is 30,000 cars. And the heavy truck traffic is the other use -- all the steel rolling out of there."
The average bridge in Lake and Porter counties carries about 17,000 vehicles per day, according to 2008 federal bridge inventory data. The most heavily traveled bridge in the two counties is on Interstate 80/94, and it gets 200,000 vehicles per day.
Three days after the Cline Avenue bridge was closed, INDOT released a draft four-year transportation plan that called for spending $90 million on replacing the superstructure of the bridge, which is basically everything above the massive upright piers that hold it up. That was slated to take place in 2012.
Zier said that plan has been scratched.
INDOT wants to replace it with something that will have a broader impact on economic development in the region. But the plan could possibly still include a bridge over the Indiana Harbor and Ship Canal.
He said the state's budget shortfall had nothing to do with the decision to rethink the $90 million project.
"We have this money due to the Major Moves program and leasing of the Toll Road," Zier said, referring to the $3.8 billion payment the state received in 2006 from leasing the Indiana Toll Road to private investors.
INDOT's announcement comes one week after Gov. Mitch Daniels said he would accelerate the bridge's scheduled 2012 replacement with money available from his Major Moves highway program.
Contacted just after the INDOT announcement Monday, the governor's spokeswoman, Jane Jankowski, said Daniels agreed with INDOT's plan to get input from local stakeholders.
"I think all he said last week was, that what he wanted to see done, was that this be expedited," Jankowksi said. "And so, INDOT is now doing that.
"They're meeting with folks as quickly as they can, and whatever the ultimate decision is, they plan to move that forward quickly. So I think everybody's on the same page here: to consult locally, find out what the best plan is to move forward, and make that call by the end of February."
Certain intersections and streets will receive priority in getting improvements in the short term, Zier said.
Those include Dickey Road at the railroad crossing; Riley Road and 129th Street; 129th Street at Indianapolis Boulevard, Michigan Avenue at Dickey Road; and U.S. 12 and Cline Avenue ramps that connect with ArcelorMittal.
Current detours will remain in place. Westbound Cline Avenue traffic will continue to take U.S. 12 west to Indianapolis Boulevard, then west to southbound Calumet Avenue. Eastbound traffic will continue to take northbound Calumet Avenue to Indianapolis Boulevard, then east to U.S. 12 and back to Cline Avenue.
The bridge has a tragic history. As it was being built in 1982 a portion collapsed, killing 14 construction workers and injuring 16 others.
The bridge was closed in November, one week after the state received a report from an engineering firm telling INDOT to ban trucks greater than 18 tons and not to allow any vehicles on the shoulders of the elevated roadway.
The Cline Avenue bridge is what is known as a post-tensioned, concrete box girder bridge. Its poured-in-place girders are supported by thick cables stretched through ductwork within the concrete.
Concerns about such bridges were raised nine years ago when it was discovered cables had come apart in three major bridges in Florida due to corrosion.
On Nov. 13, INDOT closed the Cline Avenue bridge as a precaution, based on the report's findings.
Subsequent inspections have shown even more problems, Zier said.
"We found issues with the cables, we found issues with the concrete, we found issues with the beams and where they contact with the support piers," he said.

OnStar Helps Senator Corker’s Daughter Recover Tahoe

Julia Corker, 22-year-old daughter of Sen. Bob Corker, R-Tenn., stopped the family's Chevy Tahoe Wednesday evening just nine blocks from the U.S. Capitol building to help someone she thought needed directions, reports CNN."A gentleman appeared, opened the door, grabbed her by the neck," the senator said. "She kicked to try to get away ... and he threw her on the pavement and drove away."

The SUV was stolen near the Verizon Center, a glitzy arena in Washington. Ms. Corker called police and then her father, who was nearby."It's pretty incredible how quickly they were able to apprehend" the suspects, the senator said.

The two people in the car were taken into custody by police in Seat Pleasant, Md., after OnStar determined their exact location and showed that the vehicle was not moving, Corker explained. Police in Seat Pleasant, recovered the vehicle later that night. Julia Corker and the senator went to Seat Pleasant about midnight, where she identified a suspect.

The senator praised the work of the Metropolitan Police the U.S. Capitol Police, the FBI and the Seat Pleasant Police.
He also admitted he often thought about canceling the OnStar service subscription. "I was telling the lady who handles that for me in Chattanooga, each month I was saying, 'I don't want to pay this, I don't want to pay this,'" Corker said, adding that it was a nominal fee. But he kept the service, "thinking that maybe OnStar would be of some help" someday, Corker said. "Certainly it paid off tremendously.”
